So uuuuuuuuuh......big palm-slap to face.
VGA cord was pooped out. What was confusing was that it worked fine with the other GPU. Unless the guys at Best Buy determined something that they didn't want to admit to.
Hooray!!!! I overlooked the most simple solution aside from an unplugged cord.

I still don't know why it worked with one GPU and not the other. Could it hasn't been a power issue? Is it possible that the cord wasn't able to handle the "more powerful" but could handle the other? My understanding of this part of electronics is weak.
