For Windows XP Professional:
Check the permissions set for the Steam folder by following these directions:
You must be logged into Windows as an Administrator
Click Start, go to Control Panel and double-click Folder Options
In Folder Options, click the View tab
Scroll down to the bottom of the list and un-check Use simple file sharing
Close Folder Options
You can close the control panel and then navigate to the directory where you have Steam installed (by default it is C:\Program Files\Steam). Once you've located the Steam folder, follow these directions:
Right-click on the Steam folder, select Sharing & Security and then click the Security tab
Select Users under Group or user names and check the Allow Full control box
Click Apply and then click Ok
Log out of Windows and then log back in to the normal account (if it is not an administrator account)

My account is an admin account on my XP pro
My Directory to my Steam folder is D:\Steam .
Ok well I do not see where you are want in me to go in this window.?????????
or am I going to actually have to go to the Admin Account as it is only accessible VIa Safe Mode as my account is an admin account???????????

Umm ok I went back and checked and the box was checked again so I unchecked it
Went back to the other thingy
as you can see it said not responding but it cam back to life after a bit.
hmm so I check Use under a couple of the names the admin one was already checked along with System I did the User and Bills the Creator on is still unchecked .
Shrug shoulders now what?

Have you tried to verify integrity of the game cache? That usually clears that error up for me when I have had it happen.

OK well now it seems to be a Problem with the Windows Fire wall I shut it back down and I could get steam to go on line.
any Ideas why?

Oh I should have said Steam is in the Exceptions list. So what in Stopping it in the Windows Firewall as it loads right up when I turn it off.....
