No...it depends on the speed of filling.
There is a delay of two minutes (I think) before it counts. Otherwise it would count points every time the map is changed.

If a server fills beyond 8 in the first few seconds then seeding is ignored.

That makes sense, I was wondering if maybe thats why people are reporting not getting seed points, that it's below 8 people for less than two minutes?

Well now I know what those seed point dealies that I've been getting in game are.

The link in this thread might have changed after our website revamp. From the main page, the link is on the left hand side along with some other useful links. The seedlist resets every couple months and forum awards are given to the top few.
