I do not exactly know what, but I assume it is for extended service and Patronage here at the Ville. I assume Blue Ruler probably would have gotten one if he was still around now, hearing how highly people think of him. Again, I do not know it is correct, I only assume you get it for service, who knows, maybe if you donated $1000 all at once you would get it.

I imagine there will come a time when they all meet and just decide someone deserves it. there are no prerequisites or anything like that. Its not just given out on a whim because you have been here this long of done all these things or did that last week. There is no numerical or quantitative "thing" you can attribute to a requirement in order to achieve such an award.
