Tried to start a lobby/game latnight and no one could join me.
So Duke, and raptor started one and I joined it instead.

The search key doesn't control who can join a game, just what server you play on once the game is started.
If you're in a lobby and everybody else is getting the "Not in a joinable game" message, that's simply an error in the lobby system :-/ It happens sometimes, no idea why.

Duke tried to join me but it wouldnt allow him to. It was a joinable game.
Guess thats Valve/Steam for ya.

Hmm, was it a stock map, or a custom? If custom, it might be that the people trying to join you haven't DL'd it. This includes Valve-Supported customs, which must be manually DL'd.
