I have not tried this yet, use at your own risk. You should probably try this on a single person game, as I don't expect this plugin will make its way to any of The Ville L4D2 servers.

when you start the game, dont goto single player, just press "~" and then type map mapname (mapname being the name of the map, but it'll display all the maps. theres only 2.) once the map is loaded this way you can use sv_cheats

Yeah, it looks like they tried to block sv_cheats. Only problem with this is you can do it in internet games to my knowledge.
