For the first three lines of the third part, taking the first letter of the first word, the second letter of the second word, etc., yields MIKE, YANKEE, and CHARLIE, respectively, which are all code words in the NATO Phonetic Alphabet. Not applicable to the last three lines of the third part. EDIT: It also applies to the last line, yielding LIMA, but not the fourth or fifth lines.

There's something else going on with the fourth and fifth lines. If we were to assume that one of the letters in the first word of the fourth line, for example, was the first letter in the code word, the only options would be NOVEMBER, INDIA, CHARLIE, and ECHO, none of which can be made by taking one letter from each of the remaining words in the line. Ditto for the fifth line.

That one was not technically a cipher, but was in fact something called Steganography. Steganography is the art of hiding writing in such a way that it doesn't draw attention to itself. Various techniques of steganography were used there, to show some of the ways it might be done. Other methods include having only certain words matter, or having the message in cipher, AND in one of the previous techniques. An encrypted message by itself is pretty suspicious, and will give somebody reason to suspect you of stuff. If the message is hidden in plain sight, but just doesn't look suspicious, you're home free.
