Though the switch hasn't been flipped yet to activate it, SourceTV is typically accessed by connecting to the normal server IP, but using port 27020 instead of 27015.

For example, to watch SourceTV on the event server, it will most likely just require you to open the console and type "connect 69.162.99.26:27020" Alternately, once it's active, you should be able to select it on the "Spectate" tab of your server selection interface.

Again, it isn't turned on yet, so Dog may provide corrected information when the time comes, but that (tenatively) is how it works.
