Being invincible is pretty darn strong. I don't see how a new medigun can do better. I'd like a Medi-gun that somehow rewards the player for not dying, and punishes him for dying needlessly. Medic's a difficult class to alter though. So much of TF2's game mechanics revolve around the Medic.

Vaccinator-vaccine; implies immunity. Resistance to fire, milk, jarate, etc?

Maybe instead of overhealing, it provides some sort of temporary protection effect, like reduced damage, crit-shield, or status protection (fire, bleed, milk, jarate, etc.)

No medigun will ever be as useful as a normal one, without including the ability to uber in its abilities.
Gives Kritz? Situationally useful, but only if you can stay alive (like when you're invincible).
Heals even faster than normal? Wouldn't need to heal if you are invincible.
New effect involving resistance? Bet you're not as resistant as when you're invincible.
Unless this thing has some kind of AoE healing power that is constantly in effect while being used (not just in charge active mode), I don't see what they could make that will be worthwhile.

Unrelated to that, but related to comments above, the idea of trading overheal for something is pretty bad. It's just another way to lose the "team" aspect of the game in favor of pocketing.
The game as it was originally balanced and planned was pretty solid, but few new weapons are worth it in a 1 to 1 comparison, (though those that are tend to be absurdly better than their predecessors).
