That's a professional studio in the background, the artist might be a fan but s/he's also probably a pro modeler, those are really really nice looking!

Well, the green that you see on that Spy figure's face suggests they're most likely made of Kneadatite/Green Stuff, which is a polymer epoxy used by modelers of such things. Super hard, very strong, long lasting, self-hardening.
